A single Excel worksheet holds at most 1,048,576 rows and 16,384 columns. Those numbers haven't changed since Excel 2007 — they're the same in Excel 2010, 2013, 2016, 2019, 2021 and Microsoft 365. The row cap comes from 2 raised to the 20th power; the column cap is why the last column is labelled XFD (columns run A, B, C… all the way to XFD). Older .xls files from Excel 2003 and earlier were far smaller, at 65,536 rows, but every modern .xlsx file uses the 1,048,576-row grid.
Excel loads the entire workbook into memory and addresses every cell by a fixed row-and-column position in a pre-sized grid. That grid has to have a hard edge, so the number of rows and columns is baked into the file format itself. It's not a bug or a licensing tier you can unlock — it's how spreadsheets are built. The same design is why a file well under the row cap can still crawl or run out of memory once it grows to a few hundred megabytes.
If you open a CSV or text file with more than 1,048,576 rows, Excel doesn't refuse the file — it loads the first 1,048,576 rows and truncates the rest, usually with a warning that reads "File not loaded completely." The extra rows are simply gone from the sheet. Because the message is easy to click past, people often don't realise a chunk of their data is missing until a total comes out wrong.
